The Fragile States Index assesses states’ vulnerability to conflict or collapse. The index, compiled by the Fund For Peace, is based on twelve indicators grouped by category: Cohesion, Economic, Political, Social. The countries receive a score between 0 and 120, with 120 being the most unstable. The full list of indicators covers:

  • Security Apparatus
  • Factionalized Elites
  • Group Grievance
  • Economic Decline and Poverty
  • Uneven Development
  • Human Flight and Brain Drain
  • State Legitimacy
  • Public Services
  • Human Rights and Rule of Law
  • Demographics Pressures
  • Refugees and IDPS
  • External Intervention

The most stable countries are mostly developed countries. The Nordic countries dominate the top 10. Most of Europe is labelled as sustainable or stable. Not too surprising, Ukraine and Russia’s score has gone up significantly compared to the year before. The Russian invasion of Ukraine has made both Ukraine and Russia far more fragile.

The most unstable countries are mostly located in Africa or the Middle East. A lot of the countries in the top 10 are plagued by civil conflicts. Somalia has the highest score (111.9).
